Minutes of a Special Meeting of the
Pine Orchard Association
By-laws Committee

April 13, 2022,  7:00 PM

The meeting was conducted using the Zoom application.

Agenda Item 1. Call to order:  .  The meeting was called to order by John Grathwol at 7:04 p.m. 

Agenda Item 2Roll call of members:—Members present were John Grathwol, David Scheer, Peggy Haering, Al DeFilippo, Peter Hugret and Bob Buckholz. Each member of the committee introduced themselves and provided a brief background.

Agenda Item 3. Special Meeting restrictions:  John Grathwol announced that as this is a special meeting of the committee, we are required by law to follow the published agenda without variation.

Agenda Item 4. Public Comment Rules: John announced that 15 minutes at the end of the meeting was reserved for public comment and explained the rules for public comment

Agenda Item 5: Discussion of the Committee’s Purpose:  John stated thatthe Committee was authorized by the Pine Orchard Association Board to investigate and consider whether or not to recommend convening a charter revision commission pursuant to state law.  John explained that the committee’s role would be to identify certain issues for the Board’s consideration, which might include identification of archaic provisions to be removed or updated or suggestions for clarification of charter provisions that may be confusing.  John reviewed some of the research that the Committee would pursue, which included reaching out to the communities of Stony Creek, Short Beach and Cheshire, which completed the charter revision recently.  Bob Buckholz and Peter Hugret will seek information and report on the experience of Short Beach and Stony Creek.  Al DeFelippo will obtain similar information from Cheshire.  David Scheer and John Grathwol indicated their plan to interview law firms with experience with the charter revision process and report back to the committee.

Peter Hugret recommended that the Committee make sure to publicize its meetings and involve the community in whatever we are considering so that they can understand and participate.  Peter emphasized the need for community input and laying the groundwork for that to happen.  

Agenda Item 6.Public comment:  Rich Colbert of 2 Halstead Lane said that the charter needs an overhaul and encouraged the committee to continue with its efforts.

Michelle DiLeito of 1 Blackstone Avenue said that she was happy to hear about the charter review and potential by-laws revision.  She said that the Pine Orchard Association should not get involved in private property litigation.  She was also concerned that the charter allowed the Association to borrow money and that could be added to our taxes.

Agenda Item 7.Adjournment. Upon motion and second, the meeting was adjourned at 7:43 p.m.
